Section I

General Principles

Article 1

(Nature and Head office)


  1. – The " Investigation Group for International Affairs " known as IGIA is constituted by young students and academics of Universities that share the goals defined in these statutes.
  2. – The IGIA has got juridical personality.
  3. -The IGIA has its temporary head office in the Autonomous University of Lisbon.
Section II

Philosophy- Goals

Article 2

(Nature)

The Organisation is a Transnational Non-Governmental Youth Organisation which is politically independent, non-profit making, no partisan, and is run globally on a voluntary basis.

Article 3

(Attribution)

The philosophy statement of the Organisation is:

Vision

A peaceful world where the rule of justice will prevail over the law of power.

A free world where human rights and human dignity will be respected.

A world of co-operation and mutual respect which will advance the human civilisation.

Purpose

The creation of a global open circle of students and young people for International Affairs.

Aims

  1. The advancement of dialogue, mutual understanding and co-operation among the young people globally.
  2. The Organisation will take all measures to work on the vision of a Global Youth Organisation promoting the idea of a Global Youth Identity.
  3. The contribution to creating responsible and international minded citizens through the support of institutions of education and scientific research…
  4. The undertaking of initiatives on problems and issues which concern the international community, on the basis of respect of the inviolability of human rights as defined by the United Nations Charter and the principles of democracy and the rule of law. The encouragement of the concept of sustainable development on a global perspective.
  5. The advancing of a study of International Affairs through interdisciplinary research and comparative analyses.
Means

The Organisation will fulfil its aims and purposes via:

  1. The use of a consultative status in the United Nations Organisation and other International Organisations.
  2. Publications, seminars, conferences, meetings and activities.
  3. The use of the Net and other Information Technologies.
Section III

(Members)

Article 4

(Members)

  1. The members of IGIA are all those who identified themselves with the goals defined in this statute and fulfil the requirements here established.
  2. The IGIA is constituted by four kinds of members:
  1. General Members- all those admitted by the Direction.
  2. Effective Members- all those admitted by the General Assembly by two thirds of their members.
  3. Alumnis Members- all the academics of International Relations in the University Autonomous of Lisbon that were admitted by the general Assembly.
  4. Honorary Members- individualities or institutions that have distinguished themselves by the services given to the scientific community in general.
3- In order to make the inscription in the IGIA, the candidates, with the exception of the Honorary Members, should present a valuable investigation work in the ambit of the International Affairs.

These works revert to the IGIA archives.

Article 5

(Rights and Duties)

  1. The rights of the Effective Members and Alumnis Members are:
  1. To elect or be elected to the management board.
  1. The rights of all Members are:
  1. To participate in the activities of the Organisation.
  1. The duties of Members are:
  1. To fulfil the dispositions of this statute of the Association, as well as respect the deliberations of its organs.
  2. To carry out the tasks to which they have been elected.
  3. To watch over the patrimony of the Association, as well as its re
  4. putation and its enlargement.
Section IV

(Organs)

Article 6º

The Organs of the IGIA are:

Article 7º

(General Assembly)

1- The General Assembly is constituted by all the Effective and Alumnis Members in all its rights.

2- The general Assembly gets together ordinarily once a year and extraordinarily, by convocation of a third of the Effective and the Alumnis members.

3- The General Assembly will be presided by three Effective or Alumnis Members elected on a majority list.

  1. It is the competence of the General Assembly to:
a) Define the major lines of action of the IGIA.

b) Change and reform the Statute of the IGIA under a proposition of the Direction.

  1. Elect the members of the organs of the IGIA, under presentation of lists composed by effective and Alumnis members.
  2. Approve the report and accounts of the Direction.
  3. Approve and change the regiment.
  4. Retry the quality of the members, when requested by the Direction.
  5. Admit the Effective and Alumnis Members.
Article 8º

(Direction)

  1. The Direction is the executive organ of IGIA.

  3. The Direction is constituted by a minimum of five elements elected on a majority list. The elements of the winning list will be approved individually on general assembly under the presentation of the project.
  4. The internal structure of the Direction is its own regard.
  5. The ordinary reunions of the Direction take place monthly, and the extraordinary by convocation of half of its members.
  6. It is the competence of the Direction to:
  1. Represent the IGIA.
  2. Propose and execute the Plan of Activities and the Budget.
  3. Present the Report and the Direction Bills.
  4. Present proposals to the General Assembly.
  5. Approve and change its regiment.
  6. Admit the General Members.
  7. Fulfil the other competencies that the General Assembly delegates.
 

Article 9º

(Council of Auditors)

  1. The Council of Auditors is composed by three Effective and Alumnis Members elected on a majority list:
  2. It is the competence of the Council of Auditors to:
  1. Inspect the administration performed by the Direction through fundamented statement about the Plan of Activities and the Budget.
  2. Elaborate an annual ... about the Report and Management bills presented by the Direction.
  3. Solicit to the Direction all the information considered useful to the normal working.
  4. Approve and change its regiment.
Section V

Estate

Article 10º

(Income)

The incomes of the IGIA are:

  1. Subventions from public or private entities.
  2. Product of sale of self-publications.
  3. Contribution of the members to be fixed by the General Assembly.
  4. Any others receipt imputed to it.
Section VI

Common dispositions


Article 11º

(Mandates duration)

The duration of the mandates of the GIAI´s organs is two years.
 

Article 12º

(Deliberations requisitions)

  1. The organs deliberations are voted by plurality of the votes, being present the majority of the legal number of its members, except to:
  1. The statuary changes which demand a qualified majority of 3/4 of the present members when existing a quorum.
  2. The deliberations about the extinction of the association demand a qualified majority of 3/4 of all members with right to vote.
  1. Every time that election take place or judgement of value is being questioned a voting will take place by secret scrutiny.
 

Article 13º

(Incompatibilities)

The Fiscal Council members cannot perform tasks in any other organ, except the General Assembly.
 
 

Article 14º

(Omitted cases)

In the omitted cases regulates the GIAI internal regiment and the general law.
